Until My Lords shall have received accounts of the disposal and produce of the Lyceu Silver remitted to India, they are of Opinion not enabled to form any judgment as to the expediency of continuing hereafter the Negotiation of Bills on the Indian Government, or the extent to which it may be desirable that such Negotiations should be carried; but in the meantime the Commissary will consider himself at Liberty to pursue the course adopted by Sir H. Pottinger to draw on My Lord's Board, or on the Indian Governments as may be most advantageous, the means of meeting the drafts in India being provided for, until further Instructions shall be given in this head, by countervailing remittances of Sycee Silver.
In this respect however, as well as with regard to his other transactions for raising Money, it will obviously be necessary that the Commissary should on all occasions communicate with the Her Majesty's Governor and Principal Superintendent of Trade, and defer to any directions that Officer may on occasion to give, especially as the further Sums to be received from the Chinese Government will be disposed of entirely under his direction as the exigency of the Civil branches of Her Majesty's Service can only be known to, and Estimated by him.
But of the Monies so to be raised by the Commissary, he may for the present make appropriations to the Civil Establishments at Hong Kong to such amount as the Governor may require for carrying on those branches of the Service; My Lords not being enabled, without some further experience...
